Grading jobs resources configurations

This branch extract configuration values to application.properties, so that the resources allocation quantity (cores, memory) are all regrouped in a single file.

The memory and cpu cores values set in application.properties are lowered, so that the grading can work as expected on a local instance of the cluster with minimal available resources.
