Add corrected version of cdo

This version corrects the issue observed with eccodes library. Forcing ~openmp to produce a different module (and +netcdf because it was needed for the files of the user).

The problem was solved by adding eccodes-2.38.0 to its recipe (pushed to scitas-spack-packages).

Tested and confirmed to work with an input from the user:
